How can a government anchored in Raleigh and predominantly composed of lawyers and other “professionals” successfully and equally represent the interests of the coastal fisherman, the Appalachian artisan, the Lumbee tradesman, the city businessman, the housewife, the student, the farmer, or the dependent child?
